CPP to NPA: Punish butchers behind Tumandok massacre
The Communist Party of the Philippines called on the New People’s Army to “avenge the Tumandok people and heed their clamor for justice” after soldiers and police massacred 9 and arrested 17 in Panay Island.
Elements of the Criminal Investigation and Detection Group (CIDG) Region 6 commanded by Lt. Col. Gervacio Balmaceda were responsible for the crime.
More than 80 Tumandok families were forced to flee their homes last January 2. The number has since risen to around 500 individuals seeking shelter in different evacuation centers in Tapaz and Calinog.
Shameless and insulting, fascist mouthpiece of the NTF-ELCAC Lorraine Badoy, together with police elements, visited the evacuees to “condole” with the victims.
According to CPP Chief Information Officer Marco Valbuena, the CPP holds Rodrigo Duterte and his blood-thirsty National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) responsible for the atrocities.
“The brutal offensives are aimed at breaking the Tumandoks’ unity against the Jalaur Mega Dam Project which will inundate their ancestral lands,” Valbuena added.
Offensives vs. armed enemy units in cities or near-cities
Responding to a media query, Valbuena in a tweet, said that there is a standing order for the NPA to “form partisan teams to mete out punishment” against armed enemy units who have committed crimes against the people, including the Tumandok massacre.

Partisan units are teams dispatched from units of the New People’s Army based in guerrilla fronts. Such units operate in small numbers for flexibility and mobility in fulfilling their operations.
Vabuena cited as example the partisan operation of NPA-Surigao del Sur who punished notorious fascist criminal Jumar Bucales, who heads a local paramiltary vigilante group responsible for the 2015 Lianga massacre.
He said that in the future “the NPA will be able to form more partisan teams who can carry out punitive actions in the cities or close to the cities.”
